Do i need to reply a legal notice which is barred by the Limitation? If i need to reply..what should be the content

Legal metrology amendment
This is with connection with the recent amendments proposed by the Legal Metrology Department. Would request clarifications on declaration of both the factory address and the registered office address on the retail package or only the registered office address is required.
