Section 21 of cpc for "raising objection on court lacking inherent jurisdiction"

Respected Experts,

Section 21 of CPC is used normally for raising objections on pecuniary & territorial jurisdiction issues...

Can I INVOKE Section 21 of CPC, 1908 & CPC amendment Act to file an OBJECTION PETITION u/s 21 of CPC for Court lacking Inherent jurisdiction in taking up the matter.

Posting / registering a wp in a high court

My Writ Petition wp 21313/2013 in HC of AP is pending since Jul 2013.My advocate says he has put all his efforts to draw attention of the Hon-ble Judges to my case which involves admission of my daughter to medical 2013 against her EAMCET 2013 rank (OC/OU 2318) under CAP quota.He had written three letters to Registrar (Judicial) as well.The case is pending.Some of my well wisher says it is because there are too many 13 in my case number.My erst-twhile advocate said that bar in AP is divided. My interaction with registry official confirms that there is booming business of issue of cheats sorry chits.One of the advocate in this site has drawn my attention that it was fault of my advocate by not insisting on listing under education instead of Women and Tribal welfare as it is not a welfare matter but education of my daughter. Initially it was listed under Justice Rao against his portfolio for women welfare. But he probably understood the game and directed my case on 19 Jul 2013 to Justice Nooty who was responsible for eduction matters.It was taken up on 8Aug 2013..and two weeks time was given to GP Home and not GP WOMEN WELFARE. bUT CASE STATUS STILL LIST MY CASE UNDER WOMEN WELFARE..
nOW THAT I AM THE PIP fighting the case and an hon-ble member of this elite club would somebody tell me how do I get my case title changed to Education from Women welfare which may the excuse for the registry as well as LOBIS to keep my writ in the ONWARD list or listed at the bottom of the cause list so that it is neaver reached..??
