whether by hand notice given to the accused u/s. 138 of n.i. act is treated as a valid notice or not

Hello,
I have filed a complaint u/s. 138 of Negotiable Instrument Act. now the question is occured that whether by hand notice is a valid service or not?
So please advice me that whether it is a valid service or not? please give me any citation if any available.

sumputary allowances given to Judges is exempt or not?

Sir, please tell me that, the Sumputary allowance given to judges for incurring expenses on Hospitality is exempt or not? and also washing allowance is exempt or not?
under Income tax Act 1961.

after deschaging can accused filed a suit for compensation

I have contested the matter before charge and taken cross examination and argued at the time of EBC.
after hearing argument the Hon'ble court find that no charge is framed in that complaint and discharged the accused person.
Now I want to know that whether the aquital (accused) person can filed a complaint for defamation and can he also claim for compansation for this false complaint?.
Please advise me.
