Builder has not given possession letter & parking allotment letter

Hello Sir,
I Purchased 2BHK Flat (Done Agreement) in April 2014. I got Flat Key in May 2014 and started Staying in Flat from Same Day. Builder is asking money for Covered Parking allotment letter, by taking money he has given Parking allotment letter to other Flat owners. When i asked On which basis parking you are selling and giving Parking Allotment Letter and also i told him couple of Poor Quality Work concern. And same problems are common for other Flat owners also. From That day till now Builder has not given Possession Letter as well as Parking Allotment Letter. He did Flat registration in Grampanchayat for other flat owners except mine.
Please help me to overcome this issue.

pay the amount under protest . get your flat regd in your name . then move consumer forum against builder for deficiency in service and seek refund for parking slot payment made by you . builder is bound to rectify defects in flat

Withhold the outstanding amount, issue legal notice pointing out the quality of workmanship and deficiencies, give him one month time and thereafter, if no action taken move to Consumer Forum collectively.
You can also file suit for specific performance and mandatory injunction.

Thanks All for your valuable solution.
I have couple of Question like -
1. For Parking Allotment Builder is asking amount in Cash and not ready to give any receipt.
2. Builder has already received Full Payment from Bank.
3. Now builder is Started Society Formation, for that he is taking meetings. Is there any way to stop Society Formation until all Construction Quality issues are not resolved? Like -
i> Rain Water leakage from the Wall?
ii> Water proffing was not done on Slap.
and so on...
