is there any limit or builder/developer can charge any thing as super built up area

what legal action can be taken against this

Built Up area is covered under the Building Rules and Building Regulations under Municipal Corporations and under the Building Permissions , allowed Built up are as per Rules .

Yes. the builder/developer can charge U on the basis of super built up area.
