Buying a grant land

I have bought a grant land of 2 acres belongs to General Category (The person does not belong to SC/ST). It's bagair hukum land in Karnataka. The non alienation period was 15 years.The period expired in 2021.
Now for khata transfer, VA is asking for NOC document from Tahsildar and is saying if not provided he would flag the transfer as illegal and the registration will be cancelled and land will go under government possession.

My questions are

i)Did i have to obtain NOC from Tahsildar/AC to purchase grant land?
ii) Whatever VA is saying, is that true?

Yes. The Bagar hukum lands were originally government lands and were granted to farmers. Though your seller does not belong to the SC/ST category, he should obtain permission from the District Collector through the Tahsildar concerned to sell the land. Otherwise, the Government may take over it.

Since it is a grant property, the permission from the land revenue officer / tehsildar / collector is essential, hence you may comply with the legal requirement

In my understanding, there is nothing is illegal in the transaction if the conveyance was executed after the period of non-alienation of 15 years as specified in the grant.

Further, the VA has no powers or authority to cancel a conveyance, validly executed and duly registered.
