No other way.
a diligent IO may be able to nab the person.
do not expect recovery of money.

this type of frauds are happening. banks owe no responsibility if the details of the account are shared with stranger.

Though it shall be difficult however banks/bankers are liable for confidentiality/secrecy.
How can mobile numbers/ATM cards/a/c details of the customers is made known to outsiders?
If you are sure that can get your money back by your own efforts do it or seek help from an able counsel.

he has himself shared details with a fraudster.
prima-facie bank could be responsible for leakage of his phone o but he has not stated the actual conversation.
even I once received a call from someone claiming to be dealing with resolution of credit/debit card blockage for several banks and wanted me to share details of any card.

However, how does the fraudster procured your account/debit card number?
If it is a realty you have invited the fraudster to cheat you for that you are responsible, which is prevelent now-a-days.
File a police complaint immediately.
Prima facie it is a hypothetical story since the person(s) using the facility of debit/credit cards are intelligent enough to conceal their PIN number.
