Calling bidders for sealed quotations

Sir,
I am working working in a PSU. We had called sealed quotations from known contractors to perform some work. The sealed quotations were opened by committee of three members. Whether is it compulsory to call the participants ? Please clarify

Yes. It is compulsory to call all paricipants at the time of opening of saidc seal.

I don't think that Mr. Bansal's reply has any legal backing. I also think that it is simply his understanding. He should also tell, what will be the fate of such sealed tenders, if for any reason whatsoever, the tenderers prefer not to attend such opening? The answer to this query itself will lead to the conclusion that what Mr. Bansal has said is not the legal requirement.

yes. It is necessary to call participants while opening the tenders to maintain the transparency.

Not necessary, if NIT or the Tender Documents clearly states about the time of opening. The company is not obliged to wait for any bidder and to postpone opening of the bids at fixed time in wait of the bidders. Any bidder or his authorised representative, if interested to be present at the time of opening should present himself and be allowed to participate during the opening proceedings.

I think the experts have ignored the fact that sealed quotations have already been opened so there is no use to call tenderer at this stage.
Otherwise also, it is not mandatory to call tenderer to come present at the time of opening the quotations though it is in the interest of PSU to do so as to remove any doubt/credibility.
