Can i buy a resale flat with out oc and cc?

This is Vinod from Bangalore. I had seen one property in Bangalore which comes under BBMP limit. Not sure it's A khata or B khata.
Builder is saying it's A khata.
Building contains only 8 flats and there are 4 partners for that Building . All the houses were sold out and only one is left out. People are staying from past 3 to 4 years in other houses.
1) When I checked with the builder regarding OC, he said we don't have it now. He said we can get it . How much money is needs to be paid for BBMP to issue the certificate ?
2) Is there any penalty needs to be paid for BBMP, because the building got completed in 2010 or 2011. Until now he haven't got the OC ?
3) What are the documents that I need to ask for a builder for a lawyer verification ?

avoid purchase of flat without OC and Cc . banks are reluctant to give loans to purchase of such flats .

I am waiting for the documents from the owner . Will it be having any problems if we occupy with out OC and owner is saying we can apply for OC now . Can we apply OC now after 3 or 4 years of completion

Consult your local lawyer and show him all the documents.
