Can i file complaint under section 200 or 190 of cr.p.c?

Since no action had been taken on the complaints I had been made to the police station and other offices against the respondent, the respondent had sent me a notice through his lawyer warning me that if I didn't take back my complaints he would make a claim of 5 lakhs rupees against me further made many false allegations against me in the notice. Even after one year of receiving the notice I've not yet replied to it.
Now can I file the complaint against the respondent for his false allegations against me under the Cr.P.C. Section 190 or Section 200 before the JMFC?

It is a case for criminal intimidation not of false allegations.

Agreed with answers given by Mr.barman .You can file complaint before the competent Court of law having jurisdiction to take cognizance. The Court may record your statement U/S 200 Cr.P.C. and may take cognizance U/S 190 of Cr.P.C.

Who had obstructed you not to initiate any action over that notice?
You can still go to police station seeking lodging of FIR against that person.
