Is allegation, and need strict proof.
Atrocity Act is, however, dangerous, and need to take care dealing with those protected by Law

You have not given description of the documents, what type of documents they are.
However, seriousness of the case depends upon how old the documents are.

In such serious cases it is better to consult a good local lawyer with all the documents, bcoz without knowing the nature of the documents even the forum experts won't be able to guide you properly.

If the loan is based on the documents pertaining to property that too one year back, your mom's case is strong enough as property documents cannot be taken forciblyfrom their home. Had the papers been forcibly snatched, their complaint with the police would have been justified only at the time of taking the property papers.
Their non-appearance in the court may be either a part of their game plan or to make your mom tired of the case and compel her to come to some compromise on their own terms.
Needless to mention, your mon would need the help of a strong, efficient and knowledgeable advocate to present her case.

you are not giving full circumstances of loan. You are also not showing terms of loan. You are also not indicating what document was there and who were witnesses and why the loan was needed by them.
You have to come with facts.
