change name of minor

Sir,
i had named my baby boy in the birth certificate in Chandigarh. Now due to some problem I want to change the nae but the Chandigarh Birth & Death department says that I can not change the name of my minor son. Sir, please suggest me how can I change the name. Please tell me about the procedure and legal documents used and also their wordings.

The name of any person can be changed by affirming affidavit before the First Class Magistrate and thereafter making a public declaration in a newspaper.Regarding making the necessary correction in the Birth Register you can invoke the writ jurisdiction of the High Court for the inaction on the part of the concerned department.
