What does actual service of a charge-sheet in departmental proceeding mean?

it contains gist of allegations against a delinquent. The gist of allegations must be sufficiently clear so as to give clear idea to the delinquent about the charges he has to face. It also contains copies of relevant material in support of the allegations.

It is a information to the employee about the allegations against him and a chance to explain why appropriate penal action should not be taken against him.

I agree with Mr. palnitkar with one addition that list of witnesses, if any, is also part of the charge - sheet.

i also agree with planitkar sir and navendu sir, but want to mention that in the charge sheet the charges must should be specific, distinct and not vague. if you need any furhter help contact.

Mr. Palnitkar.. i presume that i have not been able to frame the question properly.. i understand what a charge-sheet is.. what i do not understand is the meaning of the phrase "actual service of charge-sheet"
