Civil Services Rules

(Querist) 17 June 2011 This query is : Resolved 
1. Can a recognised Association take up an issue concering a group of employees through an elected people's representative (MP or MLA). The employees are Central Government Servants. If yes is there any such provision in the Rules?
2. A recognised Service association published the depositions of two individuals who testifed before a Rule 14 inquiry conducted as per the Central Civle Services (Classification, Control and Appeal) Rules, 1965) representing the Administration. Inquiry is over and CAT uphled the decion of the Disciplinary Authority imposing punishment.
