In civil suit I am defendant , municipal is also defendant I filed w.s
but municipal still has not filed counter/w.s the case is in arguments stage .

if WS has not been filed by muncipal authorities suit will proceed exparte against muncipality .

The case would be head ex parte against the Municipality.
