Claim on information commission for not guaranteeing authentic info

A Govt Dept in response to a RTI Aplication did not submit information, A 2nd appeal was filed with the Information Commission. The Infomration Commission took up the appeal and allowed the appeal.
At this juncture the said Govt Dept. submitted false information as per an unofficial record?
The Applicant was not satisfied with the info given and made a complaint in writing to Information Commission. The complaint of the Applicant was forwarded to the said Govt Dept. by the information commission
In response to this the Govt. Dept. replied to the Information Commission that the said unofficial record is the only record and is correct.
Not satisfied with this, The applicant filed a Suit for Injunction in a Civil Court against the said Govt. Dept.
To the utter surprise, it was found that the information is false and the record from which they have furnished is unofficial and Actual official record exists. The said case is in progress.
All this has resulted in wasting four years of time, money for legal purposes, advocate fees etc.
Now my query is can we file claim against information commission for not guaranteeing information under RTI Act?

The Govt. Department has given information not according to record, you have initiated action in civil court.
In such cases the action as per RTI act need to be initiated.

You should file appeal as per provisions of section 19(1) and 20(1) of RTI Act rather filing the civil suit.
