Almost all Banks have stopped compassionate appointments and in your case already a period of about 8 years has passed since the death of your father so there is no chance to get such appointment at this stage.

compassionate appointment is not a matter of right a. approach bank and request them . did your father die in penuryand left his family without any means of livelihood
The object of granting compassionate appointment is to enable the family to tide over the sudden crisis befallen on the family due to death of sole bread-earner. The compassionate appointment is offered only when the Bank is satisfied that the financial condition of the family is that but for the provision of employment, the family will not be able to meet the crisis. It is not a statutory rule (like in the State or Central Government) requiring the Bank to grant compassionate appointment in each and every case.

In catena of decisions, the Hon'ble Supreme Court of India has laid down that whatever it may be, the Court should not have directed the appointment on compassionate ground. The jurisdiction under mandamus cannot be exercised in that fashion. (Vide Life Insurance Corporation of India Vs. Asha Ramchhandra Ambekar (Mrs.) and another, (1994) 2 SCC 718.)

You need to check with the bank for their stand. As advised above, appointemnt in compassionate grounds is not a matter of right.

Uncondonable delay even if the bank has such a scheme.

You have no case. It is colossal dely . compassionate appointment is meant for immediate help and is not a buried treasure of FD account.
Matter is not even the cost of stationary.
