Your query is not clear. Be specific so that experts can understand and respond. As regards point No.1) Panchayat has powers to approve the plan for construction in non-agricultural land unless the powers withdrawn and asigned to some other authority by Government Order.

Thanks sir for reply. My query is my friend applied for loan in bank but bank denied it saying plan and construction permissionis is granted by grampanchayat whereas land is properly done n a thrpugh SDO. This property situates at talchiplun maharashtra

SDO can give certificate of conversion of agricultural land into non-agricultural land. Once the land is converted into non-agricultural, there is no need to obtain permission from SDO. In fact SDO is not authorised authorised to give such permissions. The permission is required from Gram Panchayat/Municipality depending on the location of the land. The Bank is wrong to insist permission for construction on non-agricultural land from SDO.
You said that the property is situated at Talchiplun in Maharashtra. Chiplun is governed by Municipality I believe. Whether the land is Chiplun Tehsil, if so, whether it comes under Municpality or Gram Panchayat you have to verify and accordingly obtain permission from them.

But recent notification from pune aayukta says town planning approved map is compulsory and grampanchayat can not give permission or approve map. If u could give any ref to act notification etc it will be of great help

At very first instance, my advice is:
"1) Panchayat has powers to approve the plan for construction in non-agricultural land unless the powers withdrawn and asigned to some other authority by Government Order."
If there is notification in this regard you have to follow the contents. The Panchayat will help you to get a copy or appraise you the correct procedure.
