1. My father has filed a suit against the wrong bill made by the Electricity Department of the City in 2000. Up to now this suit has been pending and no order and judgment has passed against anybody.
2. Now in July 2009 my father died. So the suit which filed by my father will be closed by giving a death proof in the Consumer COurt.
3. Will the recovery of the Bill have any liability to me to pay of the father.
Or The Bill amount will be gone for waiver because the owner has died who bill was outstanding.
Or
I have to make a legal representative to contest that suit on behalf of myself.
4. In which direction I 'll have to proceed ?

As legal heir you have to continue the Suit , for declaration of the Excess Bill as Null and Void and not liable to be paid by your father (and now by you/Lr)

The waiver of the outstanding bill is not possible, since the deptt can proceed under the revenue recovery act for the dues, since you will inherit the property of your father, you will also inherit his liabilities, you are advised to implead as a LR of the deceased and continue the matter in the court.
