Contempt?

is it possible to file contempt against a judicial officer for not obeying the orders of High Court?

It is not clear in what context you are asking this question. More over, one is not aware of the contents of the orders of the High Court and the action of the judicial officer. What you understand as order of the High Court may not be the true import accorting to the judicial officer. Or according to the judicial officer he may be obeying the orders of the H.C., but you seem to be having a different view on that.
Unles the context, order of the HC and the actions of the Judicial officer are made known, it will be difficult to even form an opinion leave alone to express any opinion. In short, it will not be possible to give any view based on abstract situations. If you want a clear answer, you have to reveal the complete facts.

You can bring the fact to the notice of High Court which passed the order for instituting contempt proceedings.

All defendants set exparte.
But judge is not proceeding matter even after
getting order form High Court to dispose as early as possible.
