Lease

Can I lease out a flat and/or a structure only without land on leasehold basis in a building constructed within KMC limits of Kolkata on Thika Property myself being the ground rent paying Thika Tenant? If yes, for how many years?

Sir,
If you are legal owner of both the land and the structure, you can give a Lease for either of these singly or jointly and for a suitable period at your option.
You had better consult a local advocate in your own interests.

Consult local lawyer with documents qua property, however, for lease & licence it should be individually i.e., flat or structure.

With respect to period of lease, it is your personal decision. However, if the L & L is less than one year than its registration is "optional" otherwise, it is compulsory & mandatory.
