Singla Publication Chandigarh Book Commentary on Paramilitary Forces is the best book on this subject wherein all police forces and CBI & CVC Acts with their commentaries is well defined.

you may also try vigilance manual published by the Central Govt. it is also available on net. otherwise makkad ji have suggested you the right book.
