Is it legally permissible to deduct any amount from the employee by the company for the contribution to be made to any relief fund etc.

you can not deduct any amount from your employee's salary for any contribution without consent for the same except the contributions for which you are legally bound to deduct.

No. Any employer has got no legal right to deduct any amount from the salary of the employee for any relief work without the consent of such employee.
