Delay in framing Recruitment Rules

Against the provision of two years, my Department has not framed Recruitment Rules for past 16 years. This has resulted in denial of regular promotional opportunities. I am in group A post recruited through UPSC Engg Services in 1981. So far I have not had any opportunity for being considered for promotion in absence of the RRS. This has resulted in loss of career advancement opportunities and also I am at a financially disadvantageous situation. My Batch mates in organized Services have received upto four promotions. I in spite of Rules set for the Central Govt employees your particular organisation fails to formulate the Rules governing the promotions of the employees or it is clearly bypassing such Rules already in place the you should have taken the legal recourse lon back. Anyway it is always better late than never.
File application before the CAT without any delay highlighting how you were denied the promotions in the last years.

firstly you can give representation against your departments , what is the procedure of promotion you can ask by RTI , MANY DEPARTMENTS GIVE ACP RATHER THAN POST UP GRADATION , ( NEXT PAY SCALE )ITS hard to beleve that no promotion in your department ,

You file a writ of mandamus in high court.

yes.. yu can file a writ petition before your high court judicature.

yes, filing of writ of mandamus is only remedy. CAT can not issue command to frame rules.
