Demolishing one's house in chennai

Sir,

Can Mr.A demolish Mr.B's house without power of attorney? How do Chennai police view a case like this? In order to complain this to Chennai police, how long one has to physically stay in Chennai for police investigation?

You need not stay in Chennai for making a complaint, the cause of action should be in Chennai.
