some body have a institute. he provides training and all some diploma courses. He is an advocate. now he wann to know whether he can give certificate or not. he don't have any afiliation. if any afilation required from where he can

A private institution does not compulsorily need to get affiliation from any university. It is simply enough that a recognition from the government to run a institute is obtained. There are many institutes in our country that run only with the recognition of the particular state.

You have not provided the details of the institution and the field wherein he provides certificates. Frankly speaking providing of certificates without due authority and sanction is a crime so it is better to obtain due affiliation and sanction from competent authority.

The institute can be affiliated to any University in accordance with the terms of such university. Or if the institute is running independently, it needs temporary recognition to start with and later permanent recognition from Distance Education Council in Indira Gandhi National Open University (IGNOU), New Delhi. However, proper advise could be given if details of courses offered and whether it is distance mode or class-room mode.

Helo friends,
thanks for your replies. They are engaged in diploma in excise, sale tax, accountancy or we can say indirect taxes. please tell me from where they can get affilation or recognition for these type of courses. these courses are in class-room mode as well as Distance mode also.
