1) Whether the employee of Bangalore Rural and Bangalore District cooperative Bank limited is governed by Karnataka Civil Services Rules (Classification, control and appeals) 1957.

2) whether he is government servent ?

Coopertive Bank, PSU, Autonomous bodies sometimes adopt the Govt rules mutatis - mutandis but this does snot make their employees as Govt employees. Karnataka Civil Services Rules (Classification, control and appeals) 1957 appealst to be a procedural law like Central Civil Services Rules (Classification, control and appeals) to execute principles of natural justice

Yes. They are not government servants. They are governed by the Co _operative Societies Act of the concerned state.

Every bank has its own Service Rules and only those are applicable on their employees and they cannot be equated with Civil Service.

Cooperative societies have framed special bylaws relating to the service condition of the employees commensurate with the nature of service and business and the erring employees are dealt with in accordance with the special bylaws.They are neither government servants nor the CCA rules are applicable to them

Agreed with all experts. But some organisations adopt CCA rules by a resolution. He has to check if such resolution is there.
