If you apply under RTI, the PIO will say that it is third party informtion and they have to take the consent of the third party before giving the information. If they ask the third party (your brother)for his consent to make available the document, he will refuse to give consent. The story would end there.

You can apply for the copy of agreement from the Registrar. No need for RTI.

mr. Rmaachandran it is a public document and any body can take the copy under RTI. for this you can apply or the RTI simply by mentioning the no of the registration deed and not the name of the owner of the deed. the place of the property. amount of the stamp duty etc. but this procedure is long you have to wait for one month despite. so it will be easy to apply directly to the registrar office
