many state are demanding DC according to rules of Educational institutions. yes it is constitutional.

States do not demand, but the universities require domicile certificate in order to comply with the provisions of quota of seats fixed for other states vs. the seats for students of home state. It is constitutional.

different universities give some weightage for local candidates based on the domicilliary status of the applicant.
