Can sale proceeds of immovable property be donated /transferred to a NGO account

Yes by way of a movable gift to the NGO.

You are at your liberty to dispose your amount procured out of sale proceeds of your property hence there's no legal infirmity to donate the money to NGO or anyone of your choice

Sale consideration of immovable property can be transferred/gift to anyone, no restrictions.

Since immovable property owned by vendor is stated to have been sold, there is no infirmity to dispose consideration amount of such property.
