Can Police has power to send letter to forge signature expert without any court order?can bank manager cease locker without court order and only on instructions of police?how much time take for forge signature expert report?

Not able to agree with Mr Gabriel. Police can send matter for forensic report.

Your question is quite irrelevant, as is purely of an academic interest, as if you want solution to some of your law school exercise or to test the knowledge of experts. For appropriate guidance, you could better have come forward with the real problem by discussing the case history, as implication of law depends solely on the nature, character and the circumstances of the case and cannot directly be applied without proper awareness of the background of the incident.
However, you should know that not every order pertaining to investigation can be taken from the court of law. Investigation is the primary duty of the police and verification of signature can also be made through handwriting expert or forensic examination, as part of police investigation for preparation of charge sheet to be filed in a court of law.
Similarly, as a part of investigation, to avoid manipulation of evidence or to avoid removal of any content out of the locker, the police can also get the the bank locker seized through the Manager of the Bank till the investigation is finally completed.
