Any employer can voluntarily provide PF to any and as many employee.
You may approach the nearest PF office:: PRO/APFC/RPFC.
They shall be happy to support.

EPF & MP Act provisions and rules made there-under are mandatorily applicable to every organization which employ 20 or more employees on any working day. However, any employer can enlarge this facility to its employees having lesser naubar than 20.

You wish to provide this Social Security benefit to employees of your establishment, voluntarily.
Hence no Act/law prohibits you.
The maintenance of PF a/c is as low as say Rs7/month.
The benefits that you shall reap by providing this social security hence a motivation are immense.
There are companies that provide PF to even Regional Heads...................and is a reason that is evaluated by employees that decide to join such company and also by employees.........................that contemplate to leave such company and .......................join another company.
Nothing more to add from my end.

Quite strange that a Legal Firm providing Legal services is not aware as to it is Employees Provident Fund and not the Employer Provident Fund.
Anyway, the views given above should be sufficient initially.
Better to get in touch with the PRO / area Enforcement Officer, if still required and after going through the details as given in the Web-Site of EPFO i.e. www.epfindia.com or epfindia.nic.in or epfindia.gov.in

I strongly stand with the views of Chandok ji. It is really surprising that the firm providing legal advice is dependent over this site.
