Abuse of the official position and criminal misconduct!

If someone abuses his official position for the purpose of harbouring criminal offenders after when a cognizable offence was commissioned by the same criminal offenders and if their superior authority is reluctant and not acting against him departmentally then –

My Queries:-

1. What is the time limit within which the superior authority has act departmentally against the responsible official after the knowledge of the act/misconduct through a letter of the complainant?

2. If the superior authority, secretary to department of India of the concerned department, not acts properly then whom to write and after how much time (i.e. the proper procedure and channel to address this grievance)?

3. Does CVC look after criminal acts (harbouring criminal offenders) of an official of a central Govt. in context to the “abuse of his official position and vested power”)?

If it is a criminal act, the limitation would be as per CrPC 468.

1. There is no any prescribed limit but it should be reasonably within time.

2. Commissioner to department can also be approached and then high court.

3. Yes. he can also be contacted for this purpose. Let us wait for Lkayukta/Lok Pal.
