it can give a report that counselling has failed as husband has is not attending the counselling sessions

Counselling does require either party,where
husband is not attending ,mahila mandal should report about it's failure.
It is always better to stay in old thread.

Mahila Mandal may conclude as failure of counseling.

Counseling session can be made over in such event and thereafter criminal case can be filed against your husband and inlaws.
