Recovery of payment

sir ,
i deal in tender & auction of electricity board sir i have been alloted one lot on 22/8/2013 of acsr scrap lot of 27mt from punjab state power corp. ltd patiala.i deposited the full payment of lot with all term & condition i gone over there for lifting of material from patiala store gowdown but they does not give the delivery of the lot as there gone a theift in gowdown of that particular store on 26/9/2013.but they don't know about the theft when police inqury gone over there then they come to know about the matter.
note 1 ---
in that particular theift my name is too as some one of them said my name the police put the name in ipc act 379,411, 120b in that case i got the balle. one point i want to tell u that two security gard name and four other people name is there in fir after my name the fir is in name of rajinder kr,sohan lal, rahul son of sohan lal,sonu son of sohan lal, GOBIND RAM ITS ME,natter singh, gurmail singh,naveen kr in this case recovery is done from my gowdown of 930 kg of acsr scrap but the material is available on my stock card

after fifteen days superitend enggineer of the patala store lounch an fir in the name of two security gauards of that store who's name appear in first fir natter sing , gurmail singh with giving the refernce of first fir and told the police that the shortfall of stock is abount 37.47 mt of acsr scarp they again call us put arrest in the case in act of 409,380,120b but one point i want to clearly tell u that ony gobind ram, and rahul added in the matter again i got the bail after 16 days. in this case recovery done from my store of 1515 kg but shown on rahul
at last i want to ask few point in case
1. how should i deal with the case
2. they are not giving my material as they sold me with paper agreament as i deposited the payment in time and wrote many letter in regard of the material they told me about there legal sell of electricity board they are taking option from them to lift or not as name appear in fir now they are not giving the material as some one told me about suit of recovery of money from them i given a legal notice to the store and concern authority who sold the material
is there any provision in law that i directly suit the case of recovery in high court as the amount is big around 26 lac
one question in my mind to share with u is
if it prove that stolen thing i buy from the four person mention in first fir
is there any provision in law that electricity board forfit my money which i deposited against the material which i buy legally from them as i deposited 27 mt ascr scrap payment to them from bank by rtgs
as they stopped my payment and not lifting my material
this are the three case i want to discuss plz help sir i m in great trabble

is there any provision in the law if recovery not done by police of 37.47 mt of acsr scrap stollen from gowdon of electricity board then the electricity board drieclty recover the material from me as we are registered person who by material from them every time
