Arrest by police

When the Police from a state travel across border to another state to make an arrest in a cognizable case, does the police require any sanction/aaproval from a Authority?

this is my last resort could not find an answer so far.

The police will have to produce the accused to the court of nearest magistrate within 24 hours.

yes, the police have produced the accused , but can the police cross border to another state and make an arrest.

If the police is travelling then there is expense in travelling, who bares these expenses?
