This offence is not sufficient enough for suspension.
The authroities in present office can condone the lapse. It is only a sadistic discretion.
If you disclose this employment to next deptt they will not consider you without NOC even if you are able to clear test and intereview.
If you do not disclose then you are hiding mterial information.

It is always advisable to apply through proper channel. Ofcourse there will be delay in forwarding your application. Hence, you can send an advance copy to the addressee. This will felicitate easy relieving from your present job. Though it is not proper to apply directly without proper channel when you are a government employee, this act will not lead your suspension.

No problem. You would only need to resign from your post on selection, where you would not be able to get benefit of your past service towards counting of the same as qualifying service for your retirement/ terminal benefits in the new organisation. No disciplinary action can be anticipated unless application for jobs outside is barred specifically in the conduct rules for the employees of your organisation. Even if barred through the conduct rules, the gravity of offence is not such serious to suspend the employee for applying directly for job outside the organisation.
