one person is encroaching on inami land and constructing r,c,c building, one of citizen want to fill permanent injunction suit in civl court to stop encroachment. is it mandatorary to fill suit in wakf board or he can also bring a suit in civil court making party to wakf board or by other means he can get injunction by civil court urgently than wakf board

Yes,Jurisdiction to entertain a suit for injunction regarding wakf properties in civil court is barred by law,hence no such suit can be filed in civil court.
