Matiz car bought in 2000 in AP state life tax paid & used there till 2009 and on transfer (oil and natural gas corporation LTD)from AP posted to Chennai TN state . Got the vehicle re-registered in TN and no demand was demanded on re-registration .
in May 2011 bought a new car in Chennai TN and old car sold to third party who is working in IT company .
RTO authorities now demanding the purchaser to pay the tax from 2000 to till date with interest for about Rs.22000 appx.and not allowing the change of egistration in his name .
Is the demand is correct for paying total tax since the date of purchaseeven though the life tax has already been paid?
Sold value is Rs.60000/=
Request to Joint commissioner transport also has been turned down on the same lines.
kindly advice the course of action .

yes the road tax separate each in every state, so you must pay road tax,

pls clarify why then every state collects compulsarily the life tax .
should the recent buyer should pay tax from old date of purchase or the date of sales or re registration in his name from the orevious owner .
