Sir,
I P Krishna Kumar applied RTI application on 27 Aug 2011 to GVMC for sanction, expenditure details and facilities provided/given by GVMC to our locality. Reply received on 20 Sep 11 from PIO of GVMC saying that your application has been forwarded to Chief City Planning officer and he will give reply to you (letter date is 05 Sep 11) till to date there is no any reply.
My question is as per RTI act:
(a) How many days I well wait for reply form Chief City Planning officer?
(b) In case reply not received form authority what I will do?

You have to wait at least 30 days from the date of receipt of communication by the City Planning Officer.
If you do not get any reply after the said 30 days, then you have to prefer an appeal to whoever is the first RTI Appellate Authority.

Dear Krishna Kumar,
You may first need to check whether the dates mentioned in your query are correct or not. You have mentioned the date of application as 27th August for which you state the reply to have been received 7 days earlier (20 August) than the application. Still further, you have stated that the said letter was dated 5th August, i.e., 22 days earlier than your application. How that can be correct?

After 30 days you prefer an appeal before the appellate authority.

Your application with deposited RTI Fees forwarded by GVMC to Chief City Planning officer under section 6(3). Now, Chief City Planning officer will reply your RTI application. and you have no need to deposit further amount.
Further, If information is not yet received, you should file First appeal to Chief City Planning officer'office address.
