Purchase of flat in noida

I need a personal advise from you.
One of my relative wants to buy a flat in Noida built by Jay Pee in second sale. I visited with him and got a broker. The flat is already allotted a person by jay pee but possession is to be given in 2013 Dec.The seller will. The flat is to be financed by a banker to the extent of 80% of the total value of the agreement to sell. But the condition is that 20% of the amount to be paid by us then only the bank will pay its 80% amount to the seller or jay Pee as the case may be. All the transactions will be made by dd. Just to be on a safer side I want your advise, whether the trasanction will be safe and free from any fraud, cheating by the broker. What documents shuld be taken, what verfication should be done of the property or the geneuinety of the property and the seller.
