Dear Sirs,
My father had a property in Air Force Naval Housing Board in Dehradun. He passed away few years back and now we want to register in the names of legal heirs.
1. Will the legal heir be my mother?
2. Will the legal heirs be my mother, brother and myself?
3. How do we go about it and who is the appropriate authority?
4. Can you suggest any property lawyer in Dehradun?

His son, daughter, widow and mother are class-I heir if they are alive.
If he leaves a Will then you need to take Probate of the same.
Else get in touch with the Board Authority for mutating your names.

You have to do nothing special in your case. There is no need for any lawyer in this matter. You shall have to obtain the copy of death certificate of your father and Legal Heirship certificate duly issued by Tehsildar of your area where you permanently reside (your family) and also joint affidavit of your all legal heirs of your father viz. your mother, your brothers and sisters including you and your grandfather if she is alive to the effect that there is no other person as legal heir of your deceased father then all mentioned in the affidavit and thereafter you all have to contact to Air Force Naval Housing Board in Dehradun. A form for the transfer shall be given byy them which is required to be filled by you. If you want to nominate a single person then do that otherwise the name of all shall be inserted there as owners to the extent of equal share.
