Delay in transfer of coop society membership/plot

Though the Society admitted a nomination with two names of the members family, it refused to trasfer the membership on two names and insisted that only one name could be considered. As there was an inordinate delay the nominees filed a case in dist forum for deficiency of service & it passed an order to register in both names as admitted bu it and also imposed a penalty of Rs.10,000/- on it for deficiency of service. Later the society brought a stay order and the state forum passed an order stating that
the petitioners should approach the civil court and it did not make any comment on deficiency of service. likewise the Nation Forum also passed a similar order without mentioning anything about the deficiency of service. What is the next course of action we need to take. where to file a case to get justice & on what grounds and somebody help in giving some citations in this regard.

where are you located?
in maharashtra nomination of flat cna be in 2 names . society generally transfer flat is name of nominee on fulfillment of formalitres . if flat is not transferred nominee can complain to the registrar against the society .
some socieites isnsist on obtaining succession certifcate in case member died intestate . or probate if member left behind any will
