Transfer of property

Brought a flat in Navi Mumbai Kharghar. A housing loan is availed. Builder has given the NOC to the Seller to sell the property. Society is not yet formed. After the sale deed has been executed when the buyer approached the builder he informed that he had submitted the papers for registration of the Society with the original owners name now in present case the seller and he can not do anything.
How can my name be incorporated. What is the remedy

File Trf Set after Society get Registeed and handed over it's adm from builder to Soc.

What about the transactions to be carried on the property such as licencing etc.
