Use of non-judicial stamp paper

Dear Sir,

I made out a cash gift deed on Non-judicial Stamp paper which bought from Assam but not accepted by Calcutta Income tax department.

whether is it possible ? if yes, then why?

where the gift was executed? If in Assam then it is ok.

Dear Sir,

A stamp paper was purchased from Assam and executed in calcutta but In assessement the Income tax Department of calcutta declined the said.

Is it correct as Income tax deptt. under Ministry of Revenue?

Purchase of stamp paper in Assam and its use in gift deed in Kolkata is legally not admissible under law.
