Made absconded during suspension period

Sir,
I work in Indian Railway.I have been put under suspension since 2010 for detention in custody more than 48 hrs. I applied for resumption of duty and revocation of suspension but i was not allowed to resume duty. After 6 months my salary stopped completely without any review. Since there is a criminal case i had to stay at my work place. Last year i made an appeal to CAT, Guwahati. And again applied for resumption. Now it came to my knowledge that department treating me as absconded and after joining would charge me for being absconded.
Sir, i want to know the procedure of treating an employee absconded during his suspension period.

Dis you apply for bail during this period of time?
Let them bring disciplinary proceeding. Until you get arrested you have right to get absconded.

whether any charge sheet has been issued to you by the Railways and any inquiry has been set?

Does the language of your suspension letter contains the term that you should not leave headquarter, If not and they frame charge of absconding defend yourself in the inquiry.

please tell me about the paper work,through which an employee can be declared absconded.
