You cannot get a sale deed document for the government allotted land/property. Your grandfather's second wife, if alive will be entitled to an equal share in the property along with other legal heirs of your grand father which includes your mother. Though your father might have spent on the property, your grandfather's second wife is having a right to a legitimate share in the property.

any other way to get sale deed sir??
what is procedure to get the sale deed in my grandmother's ,i.e my grandfather's second wife?

There is no question of sale deed because there was no sale, it was govt. allotted land to your grandfather. If your grandfather's second wife wants her share of property o her name, there can be a partition deed executed among all the legal heirs allocating each others share properly and get the deed registered and then apply for mutation in the individual's name.

Sir but my dad paid the full payment fixed on the property already.Government announced to get the sale deed from us once you paid the amount fully, like that.
