Responsibility to formation of flat owners association

Sir,

It is whose responsibility to form Flat Owners Association,Builder/Developers or the Flat Owners ? Who will bear the expenses for the same ? Please inform relevant Section/Clause of Act for the same.

at the state of uttar pradesh, there is joint liability of builder and flat owners to form association.

It depends on the agreement of sale and development agreement. Even if the builder forms it , the expenses is borne by the flat owners only.

Depends on state law and the agreement to sale.

Expenses are to be born by the flat owners.
