counting of past service and pay protection

I joined central govt. in Dec. 2002 in grade pay Rs.4200, pay band 9300-34800 (after fixation in 2006) and in year 2011 got promoted in grade pay Rs.4600 in same pay band. After that in Dec. 2014 I joined another service in Bihar state govt in grade pay Rs. 4200 in the same pay band, with NOC and technical resignation, for which I had applied in 2010 I.e. before my promotion (2011) or ACP year(2012). Am I eligible for counting of my past service and pay protection? If yes please quote some rules or circulars/ OM. . Thanking You. Praveen kumar Mishra.

yes pay protection seems to be admissible.
since you have joined new post on DR basis that too after having received one promotion now the 1st ACP year will be irrelevant.

Since there is change in service ie.central Government to Bihar state Government,your pay will be regulated in the new service.But the service will be counted for terminal benefits.

It means since I have joined back in grade pay Rs 4200 from my promoted grade pay 4600, my new grade pay would be Rs 4200, but basic pay of Rs.15860 will be protected or not? What do you mean by terminal benefits? Please clarify.
