Dear Sir,

If the husband does not appear, he will be declared ex parte and matter will be decided and divorce granted provided the application for divorce is maintainable under the relevant ACT.

Presence of husband is not required. If his lawyer is also absent then apply for ex prate hearing or ask the court to proceed further.
I am not sure why the case is lingering without progress.

What is the position of his lawyer,is he attending or submitting any kind of absent petition in the court. If not expartee decree shall be granted. What's UR lawyer doing instead of expediting the matter.
